Owners' Committee To Study The Domain Of Democratic Politics

The committee of proprietors of estate is an organization on behalf of the proprietors, which implements the autonomous property management within its managing limits. It is a social association with the approval of authority, which can defend the legal interests of all the proprietors. For the present thesis, with the detailed analysis of the inner interconnection between the democracy and the committee by its origin and character, finding out the legal status of the committee from the General Principles of Civil Law and property management regulations and other laws in interpreting policy, and on this basis further the author concludes that the committee of proprietors of estate is the key link of the city democracy. Because the committee members are voted by the proprietors and defend their own legal interests, and the committee is set up in accordance with the law, so the committee can guide and organize the masses to improve their self-management in the practice of democracy at the basic level. In the light of current situation of the committee, the author focuses on the study of the elements which restrain its development. Finally the author presents her suggestion of perfecting the administrative environment both inside and outside of the committee and points out that with the conception of cooperation, the committee of proprietors of estate should confirm its core leadership as well as set up the negotiation between all the management subjects.
