A Study On Price Hearing System In The Perspective Of Deliberative Democracy

Price Hearing System in our country is based on the emergence of citizen participation in administrative decision-making and the continuous development of the level of China's democracy and legal system process. This system is widely used and implemented in order to expand citizen participation in government decision-making and improve citizen participation in the decision-making process of government price, making more pricing decisions truly reflect public opinion and reflect the people's demands. Then,the purpose and concept of Price Hearing System coincides with Deliberative Democracy.Price Hearing System,as the main form of effecting the government pricing decisions ,have only a short 10 years in our country. More than 10 years research in the theory and practice makes our country's Price Hearing System continue to develop and improve in theory and practice. The Price Law clearly stipulates: Government, in formulating commodity prices which is important and involving people's livelihood, should hold the hearings, listen to the views of the community and improve the quality of government pricing. But in the actual operation ,the process of China's Price Hearing System is the implementation of unsatisfactory. Because of some problems of its inherent system,China's laws and regulations and other factors, Price Hearing System will be an inevitable synonymous of "price hikes ".The introduction of Deliberative Democracy to China's political practice fields is based on the rapid development of democracy after the reform and opening up in China. The core of Deliberative Democracy is citizens' right to participate effectively in public management. This is the real cause of Price Hearing System can't influence on the government decision-making.The introduction of the Deliberative Democracy into Price Hearing System is a fresh affair and a panacea to solve the problems of Price Hearing System. In this paper, from the perspective the Deliberative Democracy ,The author designs China's hearing on the price of a specific part . And from our reality, The author analysis the existing problems of public hearings, give actual operational procedure of Price Hearing System's improvement.
