The Project Evaluation In Public Projects

Public project is an important component of the economic and social life systems, which provides the foundation for society operation. Thanks to speeded-up modernization in China, the government has been increasing investment on public projects constantly and more and more public projects emerge. However, there is few post project evaluation taking public project as a study subject, like a blank sheet can be even said. Therefore, it is imminent to establish a post project evaluation system for public projects. The thesis takes Qingyang Green Boat Park, one of the top 10 theme parks in Chengdu, as a case. Based on summarized methodology of post project evaluation for public projects, it carries out study for the purpose of improving management of public projects.The author first introduces basic theories related in the thesis. The part of basic theory of public project clarifies definition, characteristics and classification of public projects. And the part of basic theory of the post project evaluation defines concept, contents and methods applying to public projects of post project evaluation.Secondly, the author gives an introduction of Qingyang Green Boat Park project in terms of its background, initiation, implementation, funds, operation and management. Qingyang Green Boat Park is located in the ecological protection circle which is 500 meters away inside the outer ring road of northwest of Qingyang District. It is a significant project for building Chengdu as an urban forest as well as a project toward inspection of Chengdu's establishment of national garden city and residential award.Thirdly, the author carries out study adopting basic theories of post project evaluation, qualitative and quantitative analysis methods combined, with and without antitheses and AHP based on the case of Qingyang Green Boat Park. The author evaluates the project in terms of economic efficiency, social effect, environmental impact and sustainability, summarizes post project system applied to public projects so as to enhance post project evaluation, check and validate achievement of public projects and improve management of public projects eventually. Finally, the author proposes relevant countermeasures and suggestions related to post project evaluation, which give some references to improving post project evaluation system for public projects. Besides, it also can be used in management of long-term sustainable development of public projects for reference.
