With the development of our society and economy, tourism, a developing industry, is become the largest industries in this century. It is a sustainable developing industry with resource saving and less environment pollution. It is the great source of development of our society and economy. As one of the top 17 famous tourism counties in our country, with rich tourism resources, long history and culture, Ningxiang has a good foundation to develop its tourism industry. How to speed the development of Ningxiang's tourism is the important subject for the development of Ningxiang's society and economy.Based on the lot of literature of tourism, this paper investigates the tourism resources and development of tourism industry. After a evaluating system with reasonable indices are constructed, the tourism resources in Ningxiang are evaluated. By using the SWOT strategies analysis method, the advantages and disadvantages, the chances and the challenges faced by Ningxiang tourism are discussed in detail. It is the basic strategy for Ningxiang tourism to take the advantages of tourism resources and make use of any chances. According the distribution of the tourism resources in Ningxiang, the Ningxiang's tourism market is composed of eight segmentations. Each segmentation is evaluated respectively. Different functional areas are distinguished. Sightseeing travel, religion tourism, leisure and holiday tourism, health care tourism should be chosen to the current main goals. At the same time, the developing strategies are proposed for the main target and market and the tourist products are planed. With the development of tourism industry, the structural conflict of tourism industry in China is becoming more and more serious. Tourism production structure, tourism organizational structure and tourism region structure are investigated in this paper. Furthermore, some strategies to optimize the industrial structure are proposed. In order to remain the sustainable development of Ningxiang' tourism, Some suggestions are given from several aspects such as media, infrastructure, human resource management and development, and industrial policies. The research in this paper will provide some theoretical and empirical basis for the transformation and optimization of the tourism industrial structure in Ningxiang. The results obtained in this paper will promote the development of Ningxiang tourism and make tourism industry to become the sustainable developing main industry.
