The Lake Level Circular Economy Industrial Park Development Planning Studies

At present, the contradiction between the worldwide economic development and the ecological environment is increasingly acute, and sustainable development has become the main trend of the world's development mode. In the 1990s, as a representative of the developed countries, Japan and Germany put forward the development mode of the economic cycle (or recycling society), which was implemented in the form of laws. Compared with the traditional economic model, the economic cycle is the closed-loop flow-based economy of material, characterized by the use of material and energy, realizing the low-emission or even zero emissions with regard to the environment. Green economy, ecological economy, green consumption and clean production are all manifestations of the economic cycle or derivation. China has a large population, with the relative shortage of resources, the serious structural pollution. The conflict among the development mode of traditional economy, resources and the environment is particularly conspicuous, as a result the development models of the traditional economy no longer adapt to China's environmental conditions of resource. Therefore, it is particularly important for our country to follow the development road of recycling economy. This paper has done the exploratory about the planning and construction of Hunan Huping Industrial Park from theory to practice, expecting to do my pygmy effort in establishing the model of practice of recycling economic industrial park.This paper firstly expatiates on the relevant literatures of the recycling economy at home and abroad, and carries out a detailed analysis concerning the theories and the operation situations of domestic industries demonstration zone of the recycling economy. Combining with the background of the present situations, characteristics and the industrial advantageous base of Huping industrial garden, it introduces the overall operations of production enterprises in the demonstration garden and carries out in-depth analysis of existing problems of the garden. Through quantitative analysis it has built up the overall framework of the planning and construction of the Huping industrial park. In the end, the paper puts forward the definite strategies in the aspects of the overall positioning development goals, the industry planning investment, the project planning and major ancillary and support measures.
