On The National Treasury Centralized Payment System Reform

Accompanied by the economic system reform, China's traditional treasury dispersing payment system has not already been adapted to the need of reinforcing budget management and improving government efficiency. Therefore, we must enforce the government's financial expenditure reforms and build China's centralized treasury payment system to fundamentally resolve the problems existed in financial expenditure management.The centralized treasury payment system widely used overseas is an effective method to enhance government's financial fund management. Since 1990s, based on foreign research results, many domestic scholars have done a lot of theoretical studies on the establishment of our country's centralized treasury payment system. As to such reform, China's government attaches great importance to the implementation of centralized treasury payment system and regards strengthening public expenditure management reform as a long-term financial focus in future. In 2001, the Ministry of Finance has chosen six representative departments as experimental areas of treasury centralization payment system. Later, based on experiences, optimization and improvement on the program, experimental areas have been gradually expanded, and have achieved a great success, so China decides to cany it out gradually in the whole country.This article firstly introduces the research background of treasury centralization payment system, giving the brief summary to domestic and foreign research situations, and proposes the basic ideas and the frame; Secondly, based on analyzing the problems of traditional treasury dispersing payment system and functions of treasury centralization payment system, this paper analyzes the necessity to establish centralized treasury payment system; Based on this foundation, this article states the theory origin of treasury centralization payment system and the international experience, and proposes the feasibility of establishment of treasury centralization payment system in our country; Thirdly, this article proposes the possible obstacles in the process of establishing a centralized treasury payment system; Finally, after having compared the main foreign countries' centralized treasury payment systems, this paper demonstrates some successful experiences and practices we should learn; additionally, by comparison between centralized accounting system and centralized treasury payment system, this article proposes the theoretical ideas to establish China's centralized treasury payment system, namely, the integration of centralized accounting system and centralized treasury payment system; finally, this paper gives out the concrete configuration and related reform precautions of establishment of a centralized treasury payment system.
