| Along with China's economic construction and social development, large numbers of farmer workers swarmed into urban for working. But the difference between this"farmer"identity with the"worker"occupational status brought various barriers in the social insurance system, in particular reflect on urgent needs of occupational insurance according to their work industry.This paper studies the farmers'occupational insurance system for the main topic, it focus on policy analysis and operation mode comparison. Systematic analysis of the major literature analysis, make basic review of domestic and foreign research about occupational insurance and occupational insurance for farmer workers. This research consists of two levels, one is to table a proposal on the policy level of improving the overall system; Second is to make farmer workers' injury rehabilitations as a breakthrough, not only aiming at solving current pressing problems, but also leading to a new direction for the overall system construction. This paper makes analysis mainly through comparative method, firstly summed up the mode of operation adapting to the whole country according to the comparisons among Beijing, Shanghai and Guangdong. Secondly, by comparing the two typical occupational insurance systems of Germany and the United States, this paper makes an understanding of the development trends and navigation for the farmer workers occupational insurance system in China.This study has three main conclusions, the first is calling up to the establishment of specialized governmental departments, which are responsible for the management of farmer workers occupational insurance system. Secondly, make rehabilitation as a breakthrough, designed to address the most pressing needs, and focusing on the long-term reduction of compensation expenses. Again, statistical analysis found that the insurance fund has not been given full play and get balances over, we should increase input on the prevention and rehabilitation. |
