Property Right System Reform Of State-owned Enterprises And Countermeasures

It has been a very popular topic during these years about the reform of state-owned enterprise, especially about the reform of property rights. This article tries to research on the Marxism property rights theory, on the basis of which preliminary countermeasures about the reform of state-owned enterprise is proposed.Firstly, through comparing western property rights theory with Marxism property rights theory, it puts forward the idea that only Marxism property rights theory fits the present situation of reform in China. In addition, it analyzes the nature of state-owned enterprise and compares mainstream scholars with non-mainstream scholars on property rights. Then it makes analysis in details about mainstream scholars' altitudes and finds the theory mistakes and the problems emerged form the reformation. Next it proposes that state-owned enterprises should make perfecting the modern enterprise system as their purpose, and establish a property rights structure. Therefore, build a modern governess structure for state-owned enterprises and implement a united property rights structure, use for reference from the charter of An Shan Iron and Steel Company. In the end, it comes up with the methods and measures about the property rights reform of state-owned enterprises, including the establishment of incentive mechanism and supervision mechanism, as well as the balance of rights and interests. Then it suggests some guarantee measures.
