It's becoming a trend for enterprises to put more concern on the strategic planning and strategic management, whereas the deficiency of strategic execution also emerges correspondingly at the same time.As the economy of Guizhou Province is continuously developing, it offers various market potential and opportunities to China Mobile Group Guizhou Limited Company (CMGC), but also great challenges are giving due to rapid changes in the technology and industrial policies. Meanwhile, they expose the weakness existing in CMGC's strategic management, especially the strategic execution under the circumstances of complex macro-environment and furious competition. These indicate that the strategic execution must be improved.This paper takes CMGC as an example, with the core of its implementation deficiency in the strategic management. It points out the problems existing in the current strategic management in CMGC by analyzing both external and internal environment of CMGC, as well as the flaws in the strategic management, budget management and performance management. It proposes a concept to reconstruct the strategic management system for CMGC on the base of Balance Scorecard (BSC). It also provides systematic means for the strategic management process to improve the implementation deficiency for leading companies.
