the operation core of a small site/plant which concentrates upon production function is to maintain a high asset utilization rate, therefore provide concret supports to sales .however, small organization scale normally means the employee need play multifunctional role in plant, they need keep on solving the problems occure in daily production and keep the daily production running stably, on the other hand, they also need continuousely improve plant performance from one stable status to a higher stable status. If not systematically following well defined work processes, employee is quite easy to loose their way between daily production activities and plant improvement activities, thus , the goals of both sides are not achievable.DE company , a typical small production plant, has not well defined work processes , and is now facing some problems including low asset utilization rate, low product quality in comparison with peer, low maintainence performance and equipment reliability, and employee are weighed down with daily production and plant improvement activities. this paper discussed the cause of those problems and their interrelation. Guided by process reengineering and PDCA thoughts , and focusing on improving DE plant asset utilization rate , the paper creatively works out the work process model which is consist of daily cycle and improvement cycle, furthermore, describes detailed work process of normal operate plant/asset utilization/ maintanence within daily cycle, and detailed work process of improve plant/improve equipments reliability / small project within improvement cycle.the steps and key points of implementing new work process is also discussed in the paper.
