Nowadays, the economic globalization is accelerate to push forward inland economy to change toward the ocean economy. Inside global scope of circumlittoral district economy the development has already become the inevitable trend of economic globalization, circumlittoral nation in the world all carry out from follow river, follow the river develop coast the strategic space of the development transfer, the most flourishing regions all leave the sea recent district, 75% big city and 70% industrial capitals all concentrated in the coast, the circumlittoral development becomes a nation or region economy and can keep on a development have no can act for of strategic choice. Jiangsu belongs to the coast economic flourishing region, but compared with national and other forelands, Jiangsu though the economy greatly saves, the ocean greatly save, isn' t the ocean strong province, circumlittoral economy development level not only the average level lower than the foreland of Chinese the east, and the average level lower than Jiangsu, foreland since is the weak link of economic development in Jiangsu, is also the economic marsh land of ten thousand Jiang in Caspian Seas in the whole country.
