This is an era of innovations. And technological innovations have increasingly become the foundation and symbol of emancipating and developing the productive forces. Technological innovation is also a new cross subject concerning developing and utilizing technologies to create competitive advantages and wealth. The success of technological innovations not only have made a large number of enterprises continue to develop and enlarge, but also given so many nations and personalities influences on the economical fortunes. In 20 century, the achievements of the United States had made in materials, electrons, aviation and spaceflight, computers, long-distance communications, biotechnology and so on established her dominant position in world economy.With the coming of knowledge economy, technological innovations are getting more and more important. The successful practices around the world all illustrated that the technological innovation is the way of transferring the sciences and technologies from potential productive forces into practical ones, and it is also one of the most valid methods of promoting the development of economy. Therefore the new pattern of global technological-innovation competitions has been set up.China is now undergoing a significant transitional period, whose industrial structure is faced with all-around adjustment. The rapid development of new technologies and, the development of the high technological industries, the transformations and upgrades of traditional industries have embodied the fact that the enterprises rely on technological innovations more than ever. Since the reforms and opening-ups till now, the dominant position of state-owned enterprises has not changed. But compared to those well-known domestic high-technology enterprises such as Lenovo and Huawei, state-owned enterprises should have made greater achievement on technological innovations. Unfortunately most of them have not attained the achievements of technological innovations and influences similar to the companies above, which urged us to consider the reasons.People had long been paid more attention to the influences of the relevant elements under various formal institutions on the companies' technological innovation than that of informal institutions on it which is corporate culture influencing on technological innovations at the enterprises' level. In fact, any kind of organization has the above two institutions, which are formal one and informal one. The informal institution is an effective addition to the formal one. And the technological innovations are affected by both the two institutions. So it is of great practical significance to analyze the influences of informal institution to technological innovations on the Chinese enterprises undergoing a transitional period, which could help to establish and perfect the institution construction, and to push the technological innovations positively.Faced with the realistic situations , this article first analyzes the development of informal institution and technological innovations, and discusses about the corporate culture mechanism to technological through the micro-level of corporate culture. The article also analyzes the influences of bureaucratic culture character on its technological innovations and states the negative effects on technological innovations such as in strategy, fund and incitement, etc. The article also gives specific examples to prove these negative effects do exist. The above discusses are based on the statement of Wallach's about corporate culture classification, and begins with the realistic characteristic of Chinese classical culture and corporate culture.From the achievement of this article, the organizations and enterprises could realize that not only the formal institutions have influences on the decisions and strategies of technological innovations, but the informal ones will affect the attitudes and actions when enterprises execute technological innovations. The article aims that the enterprises' management can in a better way utilize the formal institutions and informal ones to face the various environments so that the enterprises can keep energy during technological innovations.To analyze how the corporate culture within informal institutions affect technological innovations could can help practitioners enhance understanding between enterprises institutions and technological innovations. And it also will make some contributions to enrich the relevant theory of corporate culture and technological innovations.
