The research on government regulation at home in recent years has been centralized in such public utilities as electric power, water supply and air feed as well as telecom and railway. In addition, the research on civil aviation regulation has been conducted mainly in view of airline companies. Few has investigated into the government regulation on the local public infrastructures based on where the migratory people live and work, e.g. the airport, that of local government in particular. The reform on regulation system has gradually led to the discussion on local government's regulation upon airport since the reforming of airport based on where the migratory people live and work.With such research as contrast, historical observation, case study and criterion, based on the theories of natural monopoly, controlled economy and public service, this thesis analyzes the theory and practice of regulation by local government on the local public infrastructure—airport.With the experience and mode of airport regulation under local government in other cities in China, this thesis probes into system framework and vision of Wenzhou airport regulation by Wenzhou local government on the basis of the conclusion drawn from the analysis. This thesis reviews on natural monopoly theory and public service theory, compares modes of local government regulation on airport in several cities in China, draws on their experience and then put forward the aim of local government regulation on Wenzhou airport as well as some policy suggestions on it. Furthermore, a forecast and expectation are progressed in this thesis. This thesis is an initial attempt for the author in this field, therefore, much surely needs further study in greater details.
