Modern service industry, as one of our country's emerging industries, plays an increasingly important role with the city's industrial upgrading. The restructuring of the industrial structure promotes the restructuring of employment structure. It merits research that what's the relation between the development of modern service industry and the employment and that how to adopt the feasible employment policy to adapt to urban development of modern service industry.This paper attempts to analyze the correlation between urban modern service industry and employment in the macro and micro aspects. This paper reviews employment theory, service economics, industry economics, regional economics, and input-output analysis and other basic knowledge and introduces the econometric methods to simulate the macroeconomic data on a quantitative model. Also, it combines the sociology method, which is case interview to investigate the downtown areas of Shanghai where agglomerate in an attempt to combine practice and propose scientific, objective and feasible conclusions and suggestions.This paper starts with proposition of the inherent relation between industry and employment. It quantitatively adopts flexibility analysis of the traditional labor economics, and re-structures "industries - employment correlation" by using modern industrial chain theory. It also specifically analyze the development of modern service industry and urban employment in four aspects -direct employment effects, indirect employment effects, spatial agglomeration effects and networking effects. It is concluded that, first, urban development of modern service industries directly bring the employment of modern services industry. Second, since modern service industry has strong forward and backward linkage, it can drive the development of relevant industries through the industrial chain and consequence caused a significant multiplier effect of indirect employment. This paper applies input-output model to analyze the indirect employment of modern. Third, spatial agglomeration of employment reflects that the urban modern service industry employment obtains the characteristics of spatial imbalance, yet spatial agglomeration has significant impact on industrial development and employment and this effect not only display in the regional distribution of industries, but also demonstrates the close relation between industries and employment in specific micro-industrial clustering of modern service industry referring to specific policy preferences, network and knowledge spillovers. Fourth, the network effect of modern service industry indicates the relation between employment and community; and shows that the structure of the industry ecosystem plays a specific impact on construct integrate employment. According to the main content and basic conclusion, this paper attempts to propose certain corresponding policy suggestions in order to promote urban employment with the development of modern service industry.
