According to the 14 th Five-year Plan of China,accelerating the development of modern service industry is one of the main objectives of promoting economic development in China.Xinjiang also proposes to actively develop modern service industries such as trade logistics,e-commerce,finance and science and technology service industry on the basis of upgrading traditional service industry based on its own development advantages.In recent years,the modern service industry in Xinjiang has developed rapidly,but it is also confronted with problems such as a declining proportion of urban employees in modern service industry,a high proportion of employment in sub-sectors such as education,health and social work,and low per capital labor productivity.Employment is the foundation of people’s livelihood.At present,to solve the employment problem is the top priority to adapt to the economic and social development and promote the coordinated development of industrial structure and employment structure in our district.Based on this,in-depth analysis of the employment effect of modern service industry in Xinjiang,promoting the upgrading of industrial structure and optimize the employment structure has a certain practical significance.Based on the theory of comparative advantage and the theory of industrial relevance,this paper selects the data of Xinjiang as a whole and the three major industries and service industry sub-industries provided by Xinjiang Statistical Yearbook(2009-2020),analyzes and calculates the employment scale effect of modern service industry in Xinjiang,and draws the following conclusions: First,the overall employment situation of modern service industry in Xinjiang is compared and analyzed,and it is found that modern service industry is the main employment sector in Xinjiang,and the number of employment in real estate industry grows fastest.The number of employment in modern service industry in Urumqi city is the largest.Second,the direct employment scale effect and indirect employment scale effect of modern service industry in Xinjiang are calculated by building an elastic model,calculating labor input coefficient,comprehensive employment coefficient and indirect employment coefficient.The calculation results show that the real estate industry,information technology service industry and transportation industry have obvious direct employment scale effect,with a certain trend of labor inflow.The indirect employment scale effect of modern service industry is not as strong as that of traditional service industry,and the coefficient difference of subdivision industry is not big.Thirdly,using the structural deviation index to calculate the employment potential of modern service industry in Xinjiang,it is concluded that transportation,storage and postal industry,real estate industry,financial industry and information transmission,software and information technology service industry have a large space for employment development and can provide more employment opportunities.Fourthly,the variable coefficient fixed effect model is constructed to analyze the influencing factors of employment scale effect in various industries,and it is concluded that fixed asset investment and technological level have obvious employment crowding out effect on modern service industry.Finally,according to the research results,this article put forward to promote coordinated development of industry inside,promote technological progress,cultivating high-quality talents,strengthening the modern service industry in less developed areas of employment support and improve the modern service industry agglomeration,the development of regional characteristic industry such as conducive to expand the scale of modern service industry in Xinjiang employment of countermeasures and Suggestions.
