The endowment insurance system of public institutions is a vital component of the whole social security system. The lag of the endowment insurance system of public institutions has not only influenced the development and completion of the whole social security system, but also has restricted the forming of the nationwide unified labour market. It has aggravated the national financial burden, and has hindered the construction of the socialist harmonious society. With the development of reform and opening-up and the completion of the socialist market economy system in our country, it has received more and more attention from the society to establish and complete the endowment insurance of public institutions, and has become an important issue which needs to be solved urgently.The reformation and development of endowment insurance of public institutions not only have connection with realization of more than 30,000,000 staff's endowment security rights in public institutions, but also relate to the progress of reformation and sustainable development of the basic endowment insurance system in our country. As a significant part of the reformation of public institutions, it is still in the stage of exploration. Its progress lags behind the reformation of basic endowment system of enterprises whose staff in the town, furthermore, it has become a bottle-neck of the latter.It is meaningful and valuable to study the reformation of endowment insurance system of public institutions, which is helpful to the development of endowment insurance, social insurance, social security theory, and the promotion of the establishment of the reformation plan of the endowment insurance system of public institutions. Consequently, this thesis provides basic thought and countermeasures of the reformation in our country which based on deep study and analyses of relevant theories and concrete practice. The paper reviews the success stories in foreign countries and achievements of enterprises in our country, then it offers a number of countermeasures for a better endowment insurance system of public institutions.The body of this thesis is consisted of four parts. The first part summarizes the basic conceptions and theories of endowment insurance system reformation of public institutions. The second part introduces the development progress and realistic condition of the system in our country: firstly it briefly reviews the evolution progress of endowment insurance system for retirees of traditional public institutions, then it analyzes respective characteristics of each historic times. The third part introduces and compares the representative models and experience of endowment insurance system in foreign government services staff, then it analyzes their utilizing meaning to us. The fourth part discusses the aim choices and basic countermeasures of the reformation of endowment insurance system of public institutions: on precondition of deeply analyzing realistic background of the reformation of endowment insurance system of public institutions, it proposes the basic goals and measures of reformation and development of the system.
