Human development has entered the era of knowledge-based economy. In the new century, exploration and accumulation of human resource is becoming the most important power in social and economic development for a country or an area. In recent years, the development of economy and society of Taishan has maintained a rapid rate, which is shown by substantial growth of a number of economic indicators. However, because of the growth of investment is limited, human recourse exploration becomes the most potential investment in economy development. As a result, to realize and maintain rapid growth of economy of Taishan, the only way is to adjust industry structure and improve human resource development.In order to promote human resource management of Taishan to a more scientific and effective status, this thesis, based on principles of Management and Economics, lays the main line in the change of industry structure, researches and analyses the current human resource situation according to the fact of Taishan, raises strategies and suggestions for human resource policy formulation, and for how to promote economic restructuring by human resource management. Chapter 1 introduces the background and significance of the theme of this thesis. Chapter 2 states the theories and research situation. Chapter 3 analyses globally the economic development of Taishan. Mathematical models are adopted in Chapter 4 With them the author goes down into the features and the trend of the data which is based on Statistics and Operations Research, so as to reveal the structure of human resource in Taishan. Chapter 5 studies on the development of human resource of Taishan from three aspects: the importance and urgency of human resource exploration, the favorable conditions and unfavorable factors that affect human resource development in Taishan. In this way the author raises the serious problems in human resource and industry structures, points out the reason why the structures between industry and human resource of Taishan is uncoordinated is that the attitude, policy, system, management and environment are lagging behind. In Chapter 6 methods to better human resource development of Taishan are proposed, which include: making reasonable human resource development policies; accumulating human resources; promoting agricultural laboring to convert to non-agricultural one.The new point of this thesis is that it grabs the hot topics of restructuring in small to middle cities and maintainable development. Combined with CEPA and the "9+2" strategy of Pan-Pearl River Delta, guided by the policy of " conjoining to the special zone, harmonizing with cities of the Pearl River Delta", for the first time in this paper the author analyses the human resource situation during the process of restructuring in small to middle cities. This kind of research is essential for Taishan in its restructuring and city construction, as well as for other cities facing similar problems. Moreover, on the basis of analysis of abundont information, the author breaks down into the basical data and the theory of industry distribution of human resource to obtain actual results, then further demonstrates a direction from traditional industries to new ones in the process of industry convertion, and tries to establish a system for a orderly and stable human resource restruturing based on this direction.
