Research On Mechanism Of Restructuring In Resource Depleted County Economic

The resource-based cities were established and developed In a specific period of time, with the development of market economy, there were series of urgent problems in these cities. The paper combines with domestic and international research, and studies transformation of Hunan Rucheng. It would provide theoretical support and decision-making basis for Rucheng county economic transformation. It would have strong practical significance to promote the transition and achieve the sustainable development of the county economy.According to Rucheng socio-economic development and resource endowments, the paper analysizes the industrial structure, the industries contribution rate and industry pulling rate of Rucheng. Using Shift-share model, the paper evaluates industrial structure in Rucheng, then proposes necessity of restructuring. From learning experience At home and abroad in transition mode, in accordance with the actual situation of Rucheng, we determine selection of transition mode in Rucheng economy. Through the cultivation of new industrial clusters, heterogeneous resources recycling and transfering industy, Rucheng would achieve the economic transformation. Finally, the paper puts forward economic transformation strategy.Rucheng mining economy is the most important part of Rucheng economy. The paper analysizes Rucheng related articles such as iron, tungsten, molybdenum, fluorspar, feldspar and other minerals’supply and demand situation one by one, then gets the conclusions that with the development of the world economy, the demands of mineral resources would be a progress rise, and prices would steadily rise in the end. The paper highlights the most advantages and economic benefits of tungsten concentrate and iron concentrate, and estimates investment and production of APT and pellet.The second industry has the most contribution for the entire county economy. From Shift-share analysizing, we get the conclusion that the secondary industry is in recession and less competitive. Therefore, Rucheng needs to restructure as tertiary industry dominate, shifting capital, labor and other factors of production from declining industries to new industries gradually. By examining the mode of economic restructuring at home and abroad, we can see the top-down government-led model has played a very large role during the whole process. By adjusting investment scale and implementing preferential policies to enable enterprises to transition from the "free-rider" to participate in "cooperation", then out of the "prisoner’s dilemma". In the direction of the transformation, the Government can cultivate the economic transformation of the region through heterogeneity of resources, recycling industrial clusters and accepting transfering industy.
