Based on the existing theory of human resource planning,this study discusses how to realize the strategic planning of human resource in combination with an enterprise instance.This paper makes a concrete analysis and empirical study on the organization human resource structure,human resource environment,human resource supply and demand forecasting and the formulation and implementation of human resource planning scheme by means of theoretical analysis and empirical research.The core content and important conclusions of the paper are mainly reflected in the following aspects:First,the research on the theory of human resource planning is reviewed.Through the development of human resources planning and related concepts,connotation,process and methods of discussion,elaborated the importance of human resources planning.It is the first question on human resources management.It provide guidance and protection to further selection,use,stay,education for all aspects of enterprise personnel,and it plays a vital role to strategy development and implementation on business development.Second,this research combs relevant basis of draw-up of human resource planning of S-City Mobile Company.This paper introduces the basic situation and development strategy of S City Mobile Company,and makes use of the theory of human resource management to analyze the current situation and problems of human resources and clarify the tasks and objectives of the company's human resource planning.Third,this paper designed human resources planning program for S-city mobile company.Using methods of combination of qualitative analysis and quantitative analysis,it forecasts the company's human resources supply and demand for the next five years.Starting from the human resources team construction of three categories of brainpower:integrated management,technical services and production based,this research make use of different forecasting methods,conducted in-depth analysis.Combined with the company's strategic planning for the next five years,put forward the corresponding human resources planning.Fourthly,it gives the support strategy system of human resource planning of S City Mobile Company.Through the upgrading of recruitment system,training system,practical training system and pay and assessment system,it helps to gradually achieve the goal of human resources planning.S-City Mobile is a city-level branch,the size of the human resources management team is not large.In the state-owned enterprises,especially the operators of state-owned enterprises it has certain representativeness.The research on human resource planning for this company in this paper may offer a reference for similar enterprises.
