China's Food Recall System

Food-recall system is important to ensure food safety. Foreign countries have developed a sound, efficient recall system in order to ensure food safety, in the same time consumer's safety. With the solution to the problem of food and clothing, food quality and safety in China is arousing more and more attention. Food safety incidents bring about the appearance of food-recall system, while this system has not been effectively implemented. Because of this, the author is researching on China's food-recall System.In this paper, the author starts with basic theories and as well introduces food-recall systems in developed countries. The focus is on analysis of the current food-recall system defective legislation. For further improvement of China's food-recall system according to actual fact, the author proposals to legislation. The essay includes four parts: The first part describes the background and current situation of the research subject. in the second part the author explains the concept of food-recall system with historical research methods and comparative analysis, and the need of establishing food-recall system. In the third part the author analyses and compares the establishment and development of food-recall system in foreign countries with the help of evidence and comparison. The author also sums up the common experience of developed countries in legislation as to advice to the establishment of legislation to China's food-recall system. The fourth part discusses the history of food-recall system studying in China, pointing out that food-recalling is based on the complement of the number of food safety, and objective explain that China's current food-recall system is in fact on a practicing stage and introduce it. The fifth part analyses the defects of our current food-recall system with the help of evidence and comparison in the areas in division of labor regulation, legislative aims, administrative intervention, and the specific terms. The sixth part advices on improving the legal status, adjusting the main regulatory, adjusting the role of government in the recall, and so on, according to the existing problems in China's legislation.
