May 24, 2008, China Ministry of Industry and Information Technology, National Development and Reform Commission, the Ministry of Finance jointly issued a notice to deepen reform telecommunications system. The plan also called for China Telecommunications Corp., parent of China Telecom, China's main fixed-line carrier, to buy a mobile network from China United Telecommunications Inc., Unicom's parent company. Meanwhile, it said once mergers are complete, licenses for next-generation services will be issued.The telecom restructuring will bring extremely good development opportunity to China telecom group, who will have the chance to go into the great potential mobile telecom operating market. But with the development of full service integration and information technology, and the new situation of the three telecom group pillars, the future mobile communication business which has high profit will face more fierce competition. Shanghai telecom,as the mainly part of the China telecom group, How to increase enterprise competition ability such as improve efficiency and the comprehensive competitiveness of enterprises, preparing for the whole telecommunication competition is the key point for the enterprise' mobile value-added services to keep stable and rapid development in future market situation.Base on the introduction and analysis of China telecom industry development, the paper then applies the method of strategy management to analyze the macroeconomic environment, business environment and costumer's needs as well as enterprise sources and strategy ability of Shanghai telecom group. It compares the strength and wickness with the competitions, analyzes operation situation of enterprise and discusses the development strategy of mobile value-added services which can be implemented in the future.Under the guidance of the above corporate strategy, the paper indicates the management strategy oriented all levels which including clients, products, channels, terminals, marketing, service, value chain collaboration and support organization. For telecommunications restructuring process, it gives the phased implementation of the business development strategy. Also combines with full-service business development trends, it notes the direction of innovation and evolution for the telecom network to sustain the business development. I believe that through this article for Shanghai Telecom mobile value-added business development strategy, it should to provide some reference for the Shanghai Telecom to implement in the future.
