Since the Plan of Western Region Development, high speed of economic growth has been maintained in the West. Although developed potentially, compared with other provinces in eastern, there is huge gap between them. The key problem faced to the west is still that how to speed up economic growth. The western is not rich, but a series of social problems such as population problem, old age problem, unemployment and so on, have appeared. The government has attached great importance to social security, especially in the background of the break out of global financial crisis.However, as the backward western region, the human, capital and financial resources are very limited. The reflection of increasing input on social security is of great theoretical and practical significance.This paper analyses the relations of social security and economic growth by the 1999-2007 panel data of each provinces in western China.First of all, the paper introduces the research results of the economic growth theory and relationship between social security and economic growth, which established the theory premise and the basis of the paper.Secondly, this paper summarizes the situations of economic development and the development of social security during 1999-2007. Meanwhile it analyses the data by empirical method, and conclusions as follow. Social security spending in the west as a proportion of GDP and economic growth is negative correlation. The relationship between social security coverage and economic growth is positive. Both Social security spending as a proportion of GDP and social security coverage are promote capital accumulation and the human capital formation. However, generally speaking, social security in the western region and economic growth shows a negative relationship.Finally, the paper analysis the reasons for negative correlation between social security and economic growth in western China, and gives the corresponding policy recommendations.
