Yantai High-tech Industry Park Investment Soft Environment Construction Research

The development zones that are authorized to establish by our country are essential bases for our country to extend the international economic and technological cooperation and exchanges, and to develop the outward-looking economy. Their main tasks are, within the regional demarcation, to build the infrastructures, to improve the legal system of foreign-related business, to construct administrative institutions with simplification and high efficiency, to create the environment for attracting the foreign investment, and to bring in advanced industrial projects. Like special economic zones, the development zones are also important spheres in which our country attract and use foreign investment. With development for more than ten years, the development zones play great roles in promoting adjustment of the economic structure in our country and their localities, advancing the scientific and technological progress, increasing export trades, stimulating economic growth, etc. Their investment environment is also remarkably been improved, and their credit standing is constantly raised both at home and abroad. However, with the changes of domestic and foreign economic environment, such as the emergence of economic collectivization, regionalization and globalization, and knowledge economy, our China's entry into the WTO, the large-scale development of China's western region, etc., it is necessary for us reexamine issues about the investment environment in the new period, and especially the issue that investment environment of development zones should be studied from the height of the overall national economy. During the development of investment environment in our high-tech areas, there lacks of the construction of the soft investment environment. Therefore, it is more significant to make research about the construction of the soft investment environment in high-tech areas.This thesis starts with the concept, emergence and historical development of the development zones and focuses on the following matters with the soft investment environment as: the connotation, characteristics, constituents and evaluation indexes of the soft investment environment in high-tech areas; the successful experience in the construction of foreign soft investment environment in high-tech areas; the influence of the construction of the soft investment environment on the development of high-tech areas; doing research about the soft investment environment in Yantai's high-tech areas and making some suggestions. Finally, by analyzing and comparing, in light of the fact of development of high-tech areas in our country, this present study gives some strategies and suggestions to the construction of foreign soft investment environment in high-tech areas of our country.The thesis consists of five chapters: Chapter One is the introduction to the background, aims and methodology of this research; Chapter Two shows characteristics of high-tech, and connotation and categories of high-tech areas, and focuses on the connotation, characteristics and constituents in high-tech areas; Chapter Three focuses on the evaluation indexes of soft investment environment of high-tech areas; Chapter Four concerns the successful experience in the construction of soft investment environment in American Silicon Valley, Taiwan Xinzhu Sci-Tech regions and India Bangalore Software Industry Regions; Chapter Five is concerned empirical research about the soft investment environment in Yantai's high-tech areas and eight pieces of shortage are found: 1) concept and ways of thinking are outdated; 2) the methods of management drop behind; 3) the service quality is low; 4) the laws and rules are not observed; 5) policies are less transparent and lack in continuity; 6) the sound environment in attracting outstanding people is short; 7) citizens' moral standard needs improving; 8) the notion of credit needs strengthening; for the sake of eight pieces of shortage, eight pieces of suggestion are given: 1) adapting to development aims of Yantai City and establishing the stable, safe, comfortable and macroeconomic social environment; 2) establishing the strategy of construction of the investment environment in the diection of market competitiveness; 3) strengthening the introductory influence of pocies; 4) changing the functions of the government and adjusting policy and law system; 5) improving the people quality of Yantai; 6) establishing and fufilling effective policies in attracting and stabilizing outstanding people; 7) creating cultural and public circumstance for enterprises; 8) creating the honest and faithful credit environment; At the same time, some suggestion and implication are given to domestic soft investment environment in High-tech industrial parks.
