In some countries such as America, Australia and Bangladesh, community banks have been the main fund sources for local small and medium-sized entrepreneurs. Community banks served local residents and small and medium-sized enterprises with finance service by the flexible operation mode, keeping the area developing and promoting the development of the community. In China, community banks are still something new, they were set up late, but the support that community banks have given to the local economy. Therefore, with the current situation of our country considered, this paper will offer a design for how to develop community banks in China by researching the development experience of foreign community banks, which will promote the national economy to develop stably and healthily, strengthen the competitive capacity, and promote the development of community banks.On the basis of considering the foreign and domestic existing research this paper firstly made a limitation to the community with China's special features; and secondly summarized some successful experience through researching some foreign community banks, especially community banks in America, Australia and Bangladesh; next introduced the development and the guiding ideology of our community banks, as well as positioning of the community banks and the set-up modules; and then considering the practice situation of our country, the suggestion of rebuilt the Rural Credit Cooperatives as community banks is made, and then the obstacle in the development course is analyzed, meanwhile, the feasibility of rebuilding Rural Credit Cooperatives is analyzed. Finally, on the basis of the characters of community banks and the financial circumstance of our country, some strategies of developing community banks in China are provided.
