| Industrial clusters mean a group of companies and organizations which are near in location and have relations to each other. They are in one certain industrial field and contact together because of commonness and complementarities. Many corporations in industrial cluster are not only independency but also concurrent with one another. There are professional cooperation and competition, and they gained exterior economic benefit in spatial accumulation to get a whole performance. Industrial cluster is a constantly developing being. One aspect, it increasingly shows its own powerful vitality and energy and greatly promotes the development of regional economy. Another aspect, there are more and more industrial clusters which are getting into difficulties or even on the decline. It brings badly infection to the development of regional economy. So, the disquisition on sustainable development of industrial cluster is rather essential and meaningful.Chapter 1 in this paper is about industrial cluster theory and overview. It expounds industrial cluster respectively in connotation, classification and characteristic. Chapter 2 introduces the current situation and problem in developing of fashion industrial cluster in our country. Chapter 3 firstly introduces the theory of life cycle, analyses the objective inevitability of industrial cluster life cycle, analyses the evolvement of industrial cluster in our country and abroad, then expounds the stage partition of industrial cluster life cycle and developing characters in every stage. Chapter 4 expatiates the connotation of Sustainable Development and the condition of industrial cluster' s upgrading, Chapter 5 introduces the index of sustainable development in the mature stage for an emphasis, calculates the proportion of these indexes in the way of AHP(analytic hierarchy process, and parses these indexes.
