At present, China is in a period of economic restructuring, economic growth mode from extensive to intensive economic changes, and as a new form of industrial organization ? - industry clusters, both the flexible nature of SMEs can be achieved, but also within the industry can and industry collaboration outside the economic of scale. Therefore, the industrial cluster provides us with a new way of development of the regional economy.From the cluster life cycle theory and the conditions for sustainable development of industrial clusters starting the cluster is divided into four stages of the life cycle, including birth, growth, maturity, decline, and then analyzes the characteristics and in various stages of conditions for sustainable development. Henan Food manufacturing, for example, according to Porter diamond model, a model of sustainable development, industrial clusters, according to the national Statistical Yearbook and Statistical Yearbook of Henan Province of data, using correlation analysis, regression analysis and principal component analysis, in Henan Province Food manufacturing industry cluster empirical analysis of factors of sustainable development, market demand and human capital obtained is the biggest factor. Also through the analysis of the food industry in Henan stage of development of industrial clusters to the theoretical foundation and empirical research based on the results put forward a policy recommendation: to expand the market demand, increase innovation; to strengthen brand building, focusing on food safety; accelerate the industrial clusters in the human capital accumulation, optimize the industrial cluster of human capital allocation, incentive industry cluster in the human capital function.
