Study On The Dynamic Mechanism Of The Development Of Agricultural Industrial Cluster

Agricultural industrial cluster is an important organization form of agricultural development and rural economy and one of the directions of modern agriculture construction, which is of great significance to the promotion of national and regional economic growth. Due to the land property rights system and agricultural management system, the development of agricultural industrial cluster is seriously lagging behind, causing the low market competitiveness of agricultural products, the short industry chain, low economic benefits in agriculture, slow growth of farmer income. Therefore, it is of great significance to analyze the main factor of agricultural industrial cluster formation and development in order to promote the sustainable and healthy development of the agricultural industrial cluster.The formation and development dynamism of agricultural industrial cluster has a complex composition and function. It can be divided into endogenous dynamism and exogenous dynamism from the elements of the driving force. Endogenous dynamism is a spontaneous inner force, assuming labor division, reducing transaction costs, knowledge sharing, external economy, scale economy and network innovation. The exogenous dynamism mainly roots in conscious planning and control behavior from the external environment and the state (government) on cluster, including external competition, regional brand awareness, cluster policy. The endogenous dynamic mechanizm and exogenous dynamic mechanizm are complementary to each other, and their mutual coordination completes the mechanism system from the relationship between them. The overall operation of dynamic and nonlinear dynamical system promotes the development of the cluster, making the cluster an organic group. Based on the relevant literature on the development and the dynamism of agricultural industrial cluster with the brand of agricultural construction as the breakthrough point, the paper studies the change of function orientation of local forces, foreign capital and government in the evolution of agricultural industrial cluster through on-the-spot investigation by using the SEM method to explore the evolution of the dynamism of agricultural industrial cluster.Based on the review of the existing literature at home and abroad, the paper takes crayfish industrial cluster of Qianjiang in Hubei Province as the object of study based on several investigating. Firstly, based on the Industry Life Cycle Theory, the evolution path of industrialization development of Qianjiang crayfish industrial cluster was analyzed from the dynamic perspective. Secondly, combining the Competitive Advantage Theory, the competiveness of Qianjiang crayfish industry was measured and evaluated through the construction of evaluation index system. Finally, empirical study was tested on the formation and mechanism of Qianjiang industrial cluster from government, local forces and foreign capital by using the structural equation model (SEM) to investigate the evolution of function orientation of the forces in the development of the agricultural industrial cluster.Based on the empirical study of Qianjiang crayfish industrial cluster, we came to a conclusion on formation and dynamism of agricultural industrial cluster as follows. Firstly, the agricultural industrial cluster is different from the business and industrial cluster, and highly dependent on agriculture while natural resource endowment is the basic factor to promote the agricultural industrial cluster formation and development from first to last. Secondly, innovation and entrepreneurial spirit of the local forces (farmers, especially rural hotshots) play a key role the formation of industrial clusters in the early stage of the agricultural industrial cluster. Thirdly, fiscal and taxation policies, financial support, infrastructure construction, construction and management of market and other support and guidance on industry development from the local government play a vital role in the formative stage of agricultural industrial cluster. Finally, the promoting function of the leading enterprises and the expansion of local force like farmers’ specialized cooperative economic organizations are the dominant factor of industrial cluster development in the mature stage of agricultural industrial cluster.
