Wen jiabao, the Premier of the State Council, said at press conference on March 18, 2008,during the full meeting of the 1^st session of the standing committee of the 11th NPC :"during the last five years, I will make a firm decision to promote reform fiscal system. Use people's money service for people better." Following the rapidly and continently development during more than two descends years. our fiscal annual have been more than 5, 130 billion Yuan RMB. There are an unsound ideas caused in some departments and local governments, for example, compare with the higher material benefits, indiscriminately expanding the scale of construction, expenditure of invalidation, investment of ineffective, inflated departments, bureaucratism and so on. Wen jiabao's speech told us that the valuation of government's fiscal performance is a central issue of government's reform of system and construction of modern government. It has to be settled urgently.According of the plan of the Ministry of Finance, some tests at selected points had been conducted in several provinces in our country , as hubei, hunan, hebei, fujian and so on, since 2001.The tests had win initial success. They will take some roles on the reform of government system and avoid waste of manpower corrupt and incompetent. Since 2006, some projects have been tested in pudong government performance avaluation yet. There are some successes in some of the projects. However, the time is shorter and the knowledge of valuation of performance is poor. There are some problems in the projects. For example, lack of index system and poor methods of valuation. That is why I want to study this project.The thesis falls into seven chapters. First of all, it introduces the background of the performance valuation of fund of development on science and technology in pudong district. It then analyses the existing problems and the cause of the problems in performance valuation of fund of development on science and technology. Thirdly, it establishes the index system of performance valuation of fund of development on science and technology in pudong district on the base of the theory of Balance Scorecard. It has improved and perfected the index of performance valuation of fund of development on science and technology in pudong district. It creates an operation process. They had been applied to practice on the project of performance valuation of fund of development on science and technology in pudong district. Finally, the problems which are found in performance of fund of development on science and technology in pudong district had been solved with the Balanced Scorecard and other management measures. It provides a case for the test of performance valuation of government invest project. It first uses the theory of the Balanced Scorecard in practice on government performance valuation. It has explored ways of reforming on the performance of government project.
