Research On Performance Evaluation Of NKY Agricultural Science And Technology Extension Project Based On Balanced Scorecard

Agriculture occupies an important position in the national economy of our country,the position is irreplaceable.With the continuous optimization of the economic system,the state's investment in agriculture has been increasing,and the contribution of agriculture to the national economy has become increasingly prominent.However,the level of agricultural modernization in our country is relatively low,the combination of science and technology and agriculture is not close,and the conversion rate of agricultural scientific and technological achievements has been at a low level.NKY,as the implementation unit of agricultural science and technology popularization project,needs to make efforts to promote the efficiency of agricultural science and technology.Therefore,it is very necessary to build a more scientific and rational performance system of agricultural science and technology popularization project and promote the improvement of management level.This paper is divided into six parts: the first part,the paper selected topic background,significance and literature at home and abroad for carding and reviewed in this paper,and the research content of this article,research methods and technical route.The second part elaborates the related concepts and theories of performance and agricultural science and technology popularization project.The third part introduces the present situation,existing problems and problems of NKY agricultural science and technology promotion project.In the fourth part,according to the characteristics of the agricultural science and technology popularization project,it adopts the Balanced Scorecard,AHP analytic hierarchy process and Delphi method to construct a set of performance evaluation system of agricultural science and technology popularization project.The fifth part,using the fuzzy comprehensive evaluation method to evaluate A project,in validate the operability of the performance evaluation system at the same time,through A project performance weak link,found NKY popularizing agricultural science and technology of project management,and proposes the corresponding solution measures.The sixth part,conclusion and prospect.In this paper,using the Balanced Scorecard to build the evaluation system for popularizing agricultural science and technology projects,can draw the following conclusions: for NKY existing way of the performance evaluation,based on the Balanced Scorecard to establish performance evaluation system is necessary;The performance evaluation system constructed in this paper carries out a comprehensive analysis of the qualitative and quantitative analysis,process and results of the promotion project,and can objectively and accurately evaluate and promote the performance of the project.
