Study On The Problems And Countermeasures Of Ppp Project Performance Evaluation In A City Science And Technology Park

Since the Public-Private Partnership(PPP)was introduced in China,as the standard configuration of all projects and as the core component of performance management during the project implementation phase,the importance of performance evaluation has gradually been paid attention to.The government introduces social capital into science and technology parks through PPP mode,which is of practical significance to promote the further development of science and technology parks.Under this background,this paper takes the PPP project in a city science and technology park as the object,takes PPP and related theories of performance evaluation as the guidance,analyzes the existing problems in the original performance evaluation system of the project through methods such as balanced scorecard and analytic hierarchy process,and puts forward countermeasures,aiming at summarizing a set of targeted index system and performance evaluation model and proposing countermeasures to improve performance evaluation,so as to provide certain reference for the perfection of PPP project in science and technology park.Through research,this paper finds that PPP projects in A City Science and Technology Park have some problems,such as unscientific design of performance index system,imperfect design of performance evaluation scheme,and non-compliance of application of performance evaluation results to feasibility gap subsidies.In view of these problems,this paper puts forward the following suggestions: firstly,through the establishment of the whole life cycle performance evaluation system to ensure that every link in the process of PPP project implementation is supervised and motivated;secondly,on the basis of the Balanced Scorecard and the theory of key performance indicators,the index system is redesigned by the analytic hierarchy process,and a more detailed and targeted performance evaluation model is established;thirdly,the performance evaluation model is established.Gradually form a scientific and authoritative database of performance indicators and experts,and standardize the quality of the industry,train professionals,establish the standards of performance evaluation industry.Fourthly,grasp the policy at all times,timely understand PPP-related policies and regulations,strictly control risks,do not step on the policy red line and other ways to improve and improve the performance evaluation of the project from multiple perspectives.
