In recent years, the communication industry has enjoyed a fast and great development, together with the rocketing network construction. The construction management in communication engineering was once managed in a passive manner and lack of programming. However, now it is on the way to be well managed under proactive control. The communication operators hope to have an overall management from expert supervision companies in launching projects, and the abundant expertise and management experience in such expert supervision companies hopefully bring the construction management in project building of communication enterprises to a higher level, so as for the project target to be achieved. Therefore, more in-depth researches and related knowledge as well as methodology and technology are supposed to be obtained to satisfy the needs from the market and to supply with brilliant service to communication operators in launching their projectsThe dissertation firstly takes a review on the on the supervision and management institution reform in project constructions across China. It then comes to a rough picture describing the overseas development of supervision and management in project construction, and states the needs in project supervision and management institutions from communication industry in our country, which is followed by an example of Beijing TD-SCDMA's reconstructions in base stations, participated by the writer in charge of its supervision and management. Furthermore, theory in supervision and management over project construction serves as the foundation; technology and methodology in project supervision and management do as instruments; research focus is given to analysis on 3 managements in project supervision and management concerning base stations' reform, namely: quality management, process management and track control management. With the help of practical instance, the main task is also exposed in the paper, where the suggestions are put forward for quality planning and control, process planning and control and project track control. The dissertation is wrapped up in briefing the way the industry of project supervision and management would trace, and in looking ahead for the future work in supervision and management in terms of base station.
