In the current basic procedure of project construction of our country, both overseeing implementation effects and overseeing decision feedback link are lacked. Furthermore, little research has been done in this field. Based on the Three Gorge Gymnasium Project construction, author use fuzzy causality analysis, fuzzy meshwork of construct plan, fuzzy estimate, expert's evaluation, analysis quality control, construction progress, project investment and whole overseeing implementation effects of project each other.For realization the purpose of quality control progress control, and investment control. In different angles, the study systematically analyze various overseeing effect factors. Taking consideration of stochastic and fuzzy characteristics of implementing stage project, author adopts theories and a practice of fuzzy mathematics, expert's evaluation.By adopt fuzzy mathematics in project, author find: (1) In quality control, using fuzzy number replace the factors in causality analysis, can calculate the scale of force each other. Moreover, can judge where the shoe pinches. (2) In progress control, by using fuzzy number replace the time of working procedure, can calculate the route of linchpin, the latest time for project, and the earliest for project. (3) In investment control, by using fuzzy estimate, can calculate the investment of project rapid.Contrast the calculate result and fact work, we can find the success and shortcoming of overseeing. In field of quality and investment, overseeing implementation effect is nice. But in field of progress control, there are some deficiency, need sum up and amelioration.
