The Study On Developmental Strategy Of Shanxi Province's Overseeing Enterprises

With the establishment of socialist market mechanism and its improvement, as well as China's successful entrance to WTO, the Commissioner of existing enterprises in Shaanxi province is facing a new challenge, which brings about deep thoughts on the development of the construction supervision in this new environment. Meanwhile, when the development of construction supervision in recent years is investigated, it is not difficult to find internationally-renowned consulting firms have had some shock on the domestic commissioner enterprises, which leads to the creation of project owners Construction Agent System companies. Actually, companies of design consulting, cost consulting, tender agent, engineering advice and supervision attempt to convert into management companies. Thus, the Commissioner of enterprises is faced with an unprecedented challenge. This paper aims at exploring the future development and direction of the Commissioner in Shaanxi province under new circumstances. How can we bloom in the intense market competition, complete the transformation of modern enterprise management's system and formulate the enterprises' development plan which suits development is the problem of our provincial overseeing enterprises needs to be urgently solved.Based on the current situation analysis of domestic and foreign overseeing enterprises' development, A thorough research in this article has been conducted into the present development situation of overseeing enterprises, existing problems and the strategy of future development , combining the method of analogy, induction and modeling. The detailed contents include: to carry on the analysis of overseeing enterprise in our province using the baud model, to summarize the present condition of our overseeing enterprises and the market, to carry on the analysis of the factors affecting overseeing enterprises' development using the analytic hierarchy process based on the above analysis, and propose the strategy of reorganization and adjustment for the Shaanxi Province's overseeing enterprises separately from four aspects: the government, the guild, the laws and regulations and enterprises. Finally the conclusion is drawn to urge the project consultation and the overseeing industry in Shaanxi Province to step into a healthy, orderly and harmonious development.
