Localization Of The Financial System Of The Chinese Agricultural Policy

Agricultural issue is the core issue of stabile development about China's future economic and society, and the core issue of modernization course, and is China's current weakness, pain and sensitivity place. Agricultural manufacture increasing, peasants' income enhancing and country developing all need strengthen the agricultural finance services and increase the supply of agricultural credit. However, the weakness of agricultural leads "market failure" to appear, commercial finance supply to be deficient and lots of capital to keep away from the agricultural. Therefore, we need the Agricultural Policy Financial System (APFS) to remedy the "market failure", but the functions of China's APFS are weakening even being dissimilated now since the aims warp of China's APFS. This article uses for reference of the function aims and practice effect of the developed countries and developing countries' APFS, and combine China's mess of agricultural development and status of agricultural finance, to advance the aims of China's APFS, and the function aims and developing strategy of Agricultural Development Bank of China (ADBC), which is the main body of China's APFS. And according to the instance of the China financial policy establishing, divides the accomplished planning for the function aims of ADBC into two steps.
