With China’s agriculture getting great achievement, the usage amount of pesticide, fertilizer, mulchincreases, resulting in great damage on the ecology environment. The development of China’sagriculture is faced with increasingly heavy pressure of resource environment. The choice betweenagriculture production and environment protection is both difficult and miserable. However, there is aguidance deviation in China’s agricultural support policy that the policy puts much more importance onfood supply capacity. We are faced with terrible agriculture pollution and serious lack of agriculturalenvironment policy. In this background, the study of agricultural environment policy in the perspectiveof agricultural support policy has important practical significance.In this paper, the concept of agricultural environment policy, as the integration of agriculturalpolicy and environmental policy, was put forward firstly. The new policy generated by joining theconsideration of the environmental protection target in the agricultural policy. This paper explores thepolicy concerning on policies aimed at promoting environmental-friendly technology and productionmode or agricultural area source pollution control. Also, this paper analyzes the theory of externalitytheory, agricultural versatility, joint production theory and institutional change theory and lays atheoretical basis for the research of agricultural environmental policy’s innovation.Through the literature analysis method, this paper analyzes each policy’s target, background,concrete measures and the relationship between the policies carefully, and sorts the agricultural supportpolicies and regulations related with agricultural environmental protection since1949. Throughtrajectory analysis based on the change of China’s agri-environmental policies and the evolution ofagri-environmental policies in developed countries, this paper figures out that agricultural environmenthas been putting on more and more attention. With the9-year-increase in food production and farmers’income, the supply and demand reached the turning link of our policy’s goal. To start the environmentgoal as soon as possible is the realistic choice for environment pressure, social attention and productionaddition.This paper makes empirical research on farmers, businesses and governments participating inagricultural environment policy. This paper obtains data of farmers’ willingness to participate inagricultural environment policy through questionnaire. Also, this paper build a binary Logistic modelbased on the analysis of farmers’ behavioral economics and the characteristics of currentenvironment-friendly technology to analyzes the factors which influenced the famers’ willingness toparticipate in the agricultural environment policy. The results of empirical analysis show that significantfactors affecting the farmers’ willingness to participate in agricultural environment policy include theratio of food crops in cultivated land area, the famers’ awareness on the damage of environmentpollution, the impact of existing agricultural subsidies on the amount of chemical fertilizers and thefarmers’ valuation on the idea that reducing chemical fertilizers pesticides usage is an inevitable trend.Providing more publicity and education for farmers is helpful for the implementation of agriculturalenvironment policy. Using crops farmers as pilot for policy reform since farmers who make large food production pay more attention to agricultural production environment will provide empirical basis tomore specified agricultural environment policy. In order to analyze the firms’ action to participate inagricultural environment policy, this paper selects fertilizer companies as examples. Currently, fertilizercompanies form barriers to the implementation of agricultural environment policy to some degree.Using the research method of game theory to analyze the existing interest conflicts between the centralgovernment and local governments, local governments, local governments and farmers shows that localgovernment, as the principal part of implementation of agricultural environment policy, cannot achievethe neutral of value orientation, which led to the complication of local government’s behavior inimproving agricultural environment. Without social attention or intervention from the centralgovernment, local governments aren’t willing to unilaterally change this situation first. So it is verydifficult to get effective governance of agricultural environment pollution. Nash equilibrium in the gameand environmental benefits are related to inspecting cost in the penalties on inexecution. The greater thesocial benefits of environment are, the more severe the punishment for inexecution is, so the localgovernments will increase execution probability, conversely, will lower it. The case study and actionanalysis of main parts who participate in agricultural environment policy show that agriculturalenvironment protection involves interest in many parties, and the contradiction of interests appears asthe aims of the center government, local governments, fertilizer companies and farmers differ. Thegovernments could make a difference on agricultursl environment protection while the function ofgovernments is to provide effective system environment and guarantee.Agricultural environment policy is a system engineering. To get the success of a policy is a processof constantly groping, which needs multi-pronged approaches. First, legislate the agriculturalenvironment policy to make strategic planning and requirements. Second, implementing agriculturalenvironment planning is as the breakthrough, in the process, the environment protection is as thenecessary condition for agricultural subsidies. Last, give technical support and research support tofarmers, and broadcast the importance of agricultural environment protection to let farmers acceptenvironmental-friendly agricultural production consciously.
