The subject of the thesis is to discuss the market performance of EU's telecommunication services on the basis of industry organization theory, theory of natural monopoly, and theory of regulation. Different from the SCP of traditional industry organization theory, it mostly focuses on the dynamic empirical analysis and research of market structure, market conduct, market performance (under market integration) of EU's telecommunication services under the background of the reform of EU's telecommunication markets from 80s to 90s in the last century, and expects to give some proposals to the study of regional industry integration.The thesis consists of four chapters. Chapter 1 is its theory part which emphatically introduces three theory fields relating to telecommunication services - industry organization theory, theory of natural monopoly, theory of regulation and theory of international economic integration. Chapter 2 firstly analyzes the background of the reform and the development of EU's telecommunication markets, and then it performs empirical analysis of market structure and market conduct of EU's telecommunication services with the research framework of SCP. Chapter 3 is the core content of the thesis. It emphatically focuses on the status of market welfare and market integration of EU's telecommunication services, performs qualitative and quantitative analysis of market performance of telecommunication services, and then comes to conclusions and bench mark forecast. The last chapter tables some political proposals to the reform of Chinese telecommunication markets on the basis of the above research conclusions.Innovations of the thesis: Lengthwise, it analyzes and filtrates a mass of correlative theoretical research with the framework of SCP, then emphatically focuses on welfare effect and integration status since the reform of EU's telecommunication services considering economic phenomenon and developing track of European regional economic integration, finally attempts to break the primary logic frame of industry analysis and to accord with the praxis; breadthways, it compares Chinese telecommunication markets with EU's telecommunication markets in order to give canonical political proposals.Conclusions of the thesis:1. Conclusions of the study of market performance of EU's telecommunication services: Firstly, the increase of welfare in telecommunication markets benefits from the introduction of competition mechanism; secondly, the integration of telecommunication is changing the situation of international telecommunication industry; thirdly, the policies which promote the competition of telecommunication markets should be spark plugged.2. Proposals for the reform and development of Chinese telecommunication industry: Firstly, the motive of telecommunication reform should give way to competition; secondly, the integration of telecommunication is the only outlet of balanceable development of Chinese telecommunication markets. Concrete reform measures: Firstly, promoting the amalgamation of fixed operations and mobile operations is to conserve competition and monopoly between "Different Products" in telecommunication markets (i.e. not completely substitutable); secondly, it is as possible as to ensure the equity of telecommunication services under the situation that the market control force of regrouped telecommunication operators is not pear to pear, in this way, effective competition in new service fields will be guaranteed; thirdly, it is necessary to open the market-the monopoly structure is not able to be broken, and the competition mechanism doesn't operate if the original monopoly of telecommunication operators still exist; finally, the inherent integration of telecommunication markets is able to promote rational effective sufficient utilize of telecommunication resources, and the development of small- and medium-sized telecommunication operators.
