Government Performance is an important universal problem of the contemporary government's management. As a practicable management tool to improve government performance, performance management has caused widespread concern by governments around the world, and our government has introduced it to the practice of management gradually. Since the government departments have its own characteristics such as the nature of politics, publicity, complexity, etc., which causes a worldwide problem of the performance evaluation in the government..In this thesis, it's a causal link between the customs performance and the institutional foundation of customs' management model. This link is an important factor which affects and obstructs customs performance to improve and measure. Therefore, the author remounts the elementary theory of performance evaluation in the government, analysis the law of development and successful experiences in the contemporary west countries. Than the author carries on the performance management in Shanghai Customs as an example, and proposes the corresponding ways of improving its performance. In this foundation, the author proposes that the customs authority must set up the correct idea of performance management, and that the cooperation and communication among the customs departments should be emphasized. Through establishing a special assessment organization, we should further consummate the information system in the performance management, and construct a set of scientific system to promote the institutional construction of the customs performance management, thus unceasingly enhance the customs authority's performance management level.
