Government Performance Evaluation is developed as an management tool in the 70s of 20th century by the progressing of Western governments' refomation, with the new public management movement in depth, this tool is becoming more and more important in Western countries to improve government management, control government budgets, to promote government efficiency, polish the government's public image. In recent years, our government is experiencing the institutional reformation and the functional transition, we also put heavy attention to the implementation of the Government Performance Evaluation.Customs is a state supervision and management departments for cargos entry or exporting the country, from the 90s of 20 century it started to introduce the principles of Performance Evaluation into daily work. During these years the method has been already spread in very aspects, but since it launched in such a short time, there has been only little experience available. This comprehensive reviews various performance evaluation implemented in the customs system, using Zhengzhou Custom as case study to discover flaw and put forward ideas to improve the performance of the corresponding.With the help of Rossi,P.H proposed project evaluation methods, performance evaluation in Customs is discussed in theory, implementation and impact three aspects. Take enterpries level Inspection and Performance Evaluation method exerted in Zhengzhou Customs for theoretical assessment example, through the assessement of the theoretical project impact and process theory learnt the problems of the evaluation theory, obtained that through the existing theory of the evaluation will not necessarily decrease the illegal activitis in corporate. Take basic compliance activities in Zhengzhou Customs for example by using the empirical method to assess the implementation process and identify common problems in the process. Use the ongoing custom evaluation work as an example to evaluate the assessment results, the results combined with questionnaire survey results together to identify the Customs officer's psychological implications. Through these three assessments, the Department's performance evaluation, which is implementing now, do exist some problems, and accroding to these problems the corresponding improvement measures and specific recommendations are also addressed.A typical project evaluation mainly from the following aspects: The performance management by its advanced management concept and method, which strengthens government performance management and promote its management construction and reformation,. has been overwhelmingly accepted by the majority of government agencies and public organizations. Customs exerts the supervision authority upon the state's import and export activities, its supervision quality and efficiency directly affects the development of the country's international trade and the international image of the country. The process of world economic integration is accelerating, regional level economic cooperation progress in depth, In order to merge into world economic up to a new level, Customs management needs to be more scientific and efficient, That is why there is an urgent needs to build up a comprehensive, scientific and specified Customs performance management system.Administrative Reform in Western countries, advocating the introduction of competition in the traditional public sector mechanisms, borrowing the private sector management philosophy, models, principles and techniques to reshape the government system, the performance assessment used as a measure of the performance of government services and governance tools to improve government performance attract severe attention of the national government administrative reformation.
