It is a great need for government to provide citizens with justness and convenient, administrate based on law, work diligent and incorruptness with the objective demand of market regulations, the tendency of the world economic integration, the development of democracy as well as enhancing of civil supervising idea. The civil servant performance appraisal is very important because it is useful to inspirit, evaluate and stimulate the executive behavior, and it is necessary to set up high efficiency incorruptness public management system with properly operation, equity and transparence.The thesis is taking Shanghai Customs as an actual example, Firstly, analyzes further the existing problem in performance appraisal in light of the appraisal situation of civil servants. Secondly, design the performance appraisal indicators and weight, conceiving the evaluation indicators system for Shanghai Customs according to current civil servant law of china. This system is based on different positions; Connect quality with quantity. Thirdly, find the shortage and corrective action from pilot study. It was proved that all measurements used have greatly stimulated scientific and regulation way in performance appraisal. The implementation of oriented performance appraisal for civil servant can furthest improves the administration efficiency.ChapterⅠ, introduce the background the study, the basic theory of performance appraisal ,the research and practices both in China and abroad.ChapterⅡ, analyze the current performance appraisal system of Shanghai Customs. Discuss the problems.ChapterⅢ( the core of the essay), try to establish a performance appraisal system of Shanghai Customs based on the theories and the practice, find the shortage and corrective action from pilot study.ChapterⅣ, the guarantee measurements of performance appraisal.
