Wenzhou Suburban Peasants Protection For Public Policy Research

Suburb, which connects the framework of binary societies, is a special zone, borderland as well as transition belt. It has always been the centralized region of various social contradictions featuring as concentrated, complicated, frequently occurring and easily intensifying in the critical phase of economic restructuring and social transformation in China. Among the problems, land losing of the suburban peasants caused by land expropriation has been the focus of all. With the development of urbanization, a great deal of land is needed for the construction of infrastructural facilities and abiding places, so it is inevitable for the land of suburban peasants to be expropriated. All kinds of conflicts have appeared around land expropriation and even upgraded frequently, especially the conflict between the peasant and local government which has become a universal phenomenon nationwide. At present, it is urgent for the government to find all ways to solve the problem of land-losing peasants during the current urbanization process. It not only concerns the urbanization process of suburb of Wenzhou, but also provides important inspiration for the urbanization development of other areas in China.The theory of public choice is employed in this paper as the main theoretical tool to analyze the problem of land-losing peasants in Wenzhou. The research method adopted in this paper consists of literature research, investigation research, comparison analysis, data induction analysis, diagrammatic analysis and so on. The essentiality of problem and source resulted in failure policy are deeply analyzed from the view of theory. Based on the research results above, reconstruction of the relation among government, enterprise and land-losing peasants is put forward. And policy body system focused on the development is conceived. In order to provide several suggestions and specific methods to solve the problem of land-losing peasants, two new concepts are put forward, one is "ensure type of policy", and the other is "development type of policy". Additionally, the study in this thesis attempts to provide the government with theoretical evidence in better decision-making so that the decision-making of the government more scientifically systemic.
