The Research On The Problem Of Lost-land Peasant Of Wenzhou Suburb

Suburb is a special zone, edge zone and transition zone, which connected the framework of binary society. A great variety of conflicts often happened in this area, and the conflicts are concentrated, complicated, multiple and provocative during the key period of economy transition and society transition in our country. The problem of lost-land peasant caused by land expropriation was the focus of all problems. With the development of urbanization, a great deal of land is needed for the construction of infrastructural facilities and abiding place, so it is inevitable for the land of peasant of suburb to be expropriated. All kinds of conflicts developed around land expropriation upgraded frequently, especially the conflicts between the peasant and local government become a countrywide and universal phenomena. At present, it is urgent for the government to consider and find the method to solve the problem of lost-land peasant during the process of urbanization. That is not only related to the urbanization process of suburb of Wenzhou successfully, but also can provide important inspiration for the urbanization development of other cities.The theory of public choice was adopted in this paper as main theoretical tool to analyze the problem of lost-land peasant in Wenzhou. The research method adopted in this paper is consisted of literature research, investigation research, comparison analysis, data induction analysis, diagrammatic analysis and so on. The essentiality of problem and source resulted in failure policy were analyzed deeply from the view of theory. Based on the research results above, reconstruction of the relation among government, enterprise and lost-land peasant was put forward, and policy body system focused on the development was conceived. In order to provide several suggestions and specific methods to solve the problem of lost-land peasant, two new concepts were put forward, one is "ensure type of policy", the other is "development type of policy".
