The development of industry focus of township enterprises takes a great part in China's core sector strategy. Especially since the mid-1980s, a series of core sector zones made up by township enterprises, which has been expanding soundly, appeared in many small towns, and therefore improved the regional economic power and competitive strength.In such a developing process, government, especially its policy plays an important role. Based on relative literature.This paper has focused on the township enterprises group and the key effect factors,and then concerned the impact of government policy on it. An empirical analysis was made on the development of Fengqiao's shirt industry in Zhejiang province.For the purpose of providing a reference to township enterprises policies, this study proposes suggestions on several respective aspects.
