Research On Mechanism Of Industery Cluster Transfer And The Analysis Of Effects

After several decades of rapid development, the price of land resources, water, electricity, labor resources and other elements in eastern coastal regions have a continued rising trend. Meanwhile, the demand of the global major markets has a significant decline because of the global economic crisis in 2008. Therefore, the industrial clusters in eastern coastal regions face huge pressures of cost increasing and demand decreasing. However, the economy of our country's central and western regions started later relatively, and a variety of resources were more abundant and cheaper, so shifting the industries without competitive advantage already from eastern coastal regions to central and western regions has become a trend. The cluster effect in the eastern coastal regions'industry clusters make the cluster inner enterprises lose the power of shifting to western regions. So in order to promote the shifting of industries better and to introduce new industries in eastern coastal regions, and to speed up the central and western regions'economic development, shifting the industries clusters becomes an effective method.First, this paper introduces the research background, the basic concepts, theories involve in the paper and the research results of industry clusters transfer briefly. Then the author analyze the competitive advantage of the industrial cluster and also analyze the drivers of industrial clusters transfer, and on this basis, the author describes how the core business of industrial clusters make other relative business to transfer from the view of the internal structure of industrial clusters, and further use the cost-benefit analysis method to analyze the effects the main enterprisers of the industry clusters got from the shifting. Second, the author uses the case of Wenzhou shoe industry cluster transfer, which is led by Aokang Group to study what kind of leading role in economic development the transfer can bring for Bishan County, Chongqing City. Finally, the author proposes some policies and recommendations for the current problems existed in the transfer of industrial clusters in China.The results indicate that industry cluster transfer can obtain industry cluster advantage, including lower transaction and transportation cost, scale economy, innovation ability, and else. Because the mechanism of three types is different, causing the transfer pattern of the industry cluster is different. In the endogenous brand cluster and the cluster of foreign investment the leading enterprise leads a number of enterprises which have industrial correlation with each other transfer to less-developed areas. The endogenous cluster has strong embeddedness with the local place, so it cannot transfer to other place. The internal enterprises of the industry cluster have vertical and horizontal relationship with each other. Because the industrial correlation and the scale of the less-developed areas aggravated greatly, the industry cluster transfer has certain law. First, the leader enterprise transfer, then the upstream enterprises and downstream enterprises of the industry chain will transfer to the underdeveloped area. Finally, more supporting enterprises will follow the leader enterprise, even the research and development department will also move to the underdeveloped area. The underdeveloped area can benefit from absorbing advanced technology, optimizing the configuration of resources, increasing employment and optimizing the local industrial structure. Industry cluster transfer has significant impact on the undeveloped area economic development.
