The progress of the reforming and opening brings us not only the development of society, but also big challenges of the food safety. There is a great gap comparing to developed countries, especially, the burst of the food safety incidents have not only tested the ability of the government but also the social responsibility of corporate and coping capacity of society. In a whole, the current food safety and crisis prevention system is not fully accustomed to the need in reality and needs improving.Case-analysis method was used in this paper. By fully analyzing the food safety incidents such as Sudan red incident, Ampullaria-gigas-induced disease, the problems emerged from the prevention management of food safety including government, enterprises, and society in our country has been systemically analyzed. Meanwhile, the case-analysis also verified that to avoid the food safety incidents, only rely on the governmental surveillance and management is not enough, the cooperation and concordance of the food industry, the media and the customers etc is also needed. The paper introduced the surveillance and management on the food industry of American, Denmark, Germany, Japanese from aspects of government, enterprises and society, thus sumed up the significance of learning the governmental surveillance and management of the food safety from developed countries.By comparing the food safety system of developed countries with the current situation in our country, the paper aimed to find reference to improve the food safety incidents prevention and control system. In the end, the corresponding proposals were made as follows: completing the governmental surveillance system of the food safety; emphasizing the key role of enterprises and the industry; exerting the role of industry association; fully exerting the surveillance and the direction role of the customers, non-governmental organizations and media in the crisis prevention; enhancing the cooperation and concordance between government, enterprises, and society.
