Study On Emergency Management Mechanism Of Food Safety Incidents In Guangdong Province

Government's failure to cope with food safety incidents will harm the life and health of customers,cause catastrophic results to the whole food industry,meanwhile it will damage the public's trust in government's administrative ability,even damage a government's international image heavily.The climate and diet characteristics of Guangdong province are more likely to cause food poisoning,the situation of food safety is still tough and complicated,the stage characteristics like high risk and sharp contradiction remain obvious,and it is hard to realize radical change of the diverse and frequent food safety incidents in a short time.Meanwhile,the arrival of the all media era greatly accelerated the speed of information spread and extent of its influence.Guangdong is in a wide-open media environment;therefore it is of great significance to improve food safety incidents emergency management of Guangdong Province.Meanwhile,according to the Decision by the CPC Central Committee on Deepening Reform of Party and State Institutions reviewed and adopted by the third plenary sessions of the Central Committee of the 19^th CPC National Congress,and the Institutional Reform Scheme of the State Council reviewed and adopted by the 13^th National People's Congress,Ministry of Emergency Management and State Administration for Market Regulation will be established,replacing China Food and Drug Administration.A new round of institutional reform will be launched across the country.Under the context of 2013 Guangdong Province food and drug supervision system reform and food safety emergency handling system in the current new round of institutional reform of the State Council,the essay conducts analysis and research on emergency handling problems of Guangdong Province's food safety incidents,with Steven Fink's crisis life circle theory as the perspective of research.The essay points out the crisis life circle division of food safety incidents and primary mission at each stage,conducts statistical analysis of food safety incidents in Guangdong province in the recent years,takes Zhaoqing problem peanut as a typical case to discern and analyze the food safety emergency handling in each period,i.e.prodromal crisis stage,acute crisis stage,chronic crisis stage and crisis resolution stage,and summarized the status quo of Guangdong province's current food safety incidents emergency management system.From the three dimensions of emergency management system,crisis analysis mechanism and public communication channels,the author first analyzes the general characteristics of American,European,Japan,British and Hong Kong's food safety incidents emergency management system,finally put forward a countermeasure idea,that is,one perfect,four strengthen,four construct.It is recommended to improve the emergency management organizational structure as soon as possible,strengthen the four mechanisms of risk analysis,rapid response,information release and post-crisis management and speed up the establishment of Guangdong food safety risk analysis institutions?Guangdong food safety incidents case database?Guangdong food safety incidents information platform system and local government food safety incidents emergency response investigation and evaluation index system,so as to further optimize Guangdong province food safety incidents emergency management mechanism system.
