In China, the autonomy system of regional ethnic, the People's Congress system, the CPC-led multi-party cooperation and political consultation system under the common form of socialism with Chinese characteristics an important content of political civilization, which is based on China's internal conditions, and also it is a vitally historical choice.The autonomy system of regional ethnic has been implemented more than 50 years. The citizens who live in autonomous area their living environments have had significant improvement, while the economy and social environment rapidly changed as well. The facts have proved that China's autonomy system of regional ethnic and its implementation was a great success. A application autonomy as a solution of China's multi-ethnic issues is a reasonable choice, which is in line with China's internal conditions and interest all ethnic groups.'Law of Regional Autonomy' Chapter3,the duties of autonomous bureaus' has clearly claim that the autonomous bureaus duties and responsibilities. During running of these autonomy in the process, all the related affairs and contents can be broadly divided into three categories: political autonomy and economic autonomy, the management of social undertakings. Economic autonomy including the right to a reasonable adjustment of the economic system, the revenue and tax management, trade and financial management, the development and utilization of resources, environmental protection, etc.The resources, the taxation, monetary and financial system, are playing increasingly main roles between relationship of the central and local governments, occupy an increasingly important position, under the existing constitutional background. Furthermore, the gap of development between the east and the west of the enormous pressure, in recent years, that make the issues of the multi-ethic focus on the development of autonomous areas again, the decision speed up of economic development of the minority and ethnic regions become into a working focus at current stage. National economic development of ethnic regions require not only the central government's supports and assistance, but also self-government economic autonomy can the full and effective implementation and enforcement. Implementation and protection of economic autonomy has an important theoretical and practical significance for accelerating the construction of China's regional ethnic autonomy, improving the marketing system, rationally adjusting relationship between the central and local, promoting the overall development strategy and the stable implementation of the rational distribution of regional economic developing coordination,and gaining whole national revitalization and prosperitySince the 1990s, with the "Constitution" and the "Law of Regional Autonomy," several amendments, the system of regional autonomy has been keeping improving, the economic autonomy has been perfected, and ultimately, the economic autonomy is vital importance to promote social economy. Especially in the new century, under the direct of socialist harmonious society strategies, at all levels autonomous bureaus, conscientiously implement a series of related central governmental policies and measures, that should effectively promote the strategic readjustment of industrial structure; consolidating the construction of infrastructure, positively encouraging, supporting and guiding non-public economic system development, and constantly improving the investment environment, all these have pushed the autonomous economy growing rapidly. Meanwhile,there are still existing a series of deep-seated problems during the economic development of ethnic autonomous areas, it mainly shows from that the eastern coastal region for the development gap between the trend keeps expanding;Infrastructure remains weak, low-level redundant construction phenomenon also occur from time to time;Economic development highlighted the institutional obstacles, lack of self-development abilities;the overall trend of the ecological environmental deterioration has not been effectively controlled yet, an also shortage of water resources is serious;Slow development of the financial markets without norms, issues of social creditability are significant, and so on.These issues as the implementation of economic autonomy have been the object threat to the sustained and healthy economic and social development of the ethnic autonomous areas,How to improve the implementation of economic autonomy to solve these problems have turned into a pressing issue.Our party and state formulated and implemented special programmes to accelerate development in the ethnic minority regions, and point the minorities the ways in which they development.This thesis compared prescribed obligations with practical help of economic autonomy, which based on the result of autonomy research.
