| On the year of 2007, the direction of reform on the Agricultural Bank of China (ABC) was being confirmed at the financial meeting all over the country. Premier Wen advanced an appeal to the ABC "Face to farming, country and farmer, collectivity becomes stock company, commercial management, choose an opportunity to come into the market". This implied that the Sate Department established the orientation of that ABC face to market of the country, serve "farming, country, farmer" from the whole economical situation. It can be affect the fast grow of ABC's management that how to exert the primary function of country finance, whether or not it can promote the economical development of country. But the service of country finance is declined from the ABC's in these years. So I advance to the reform of the ABC and put forward some scientific and reasonable advice for the fine evolution of the country economic in our country, that have important and realism meaning.It handles an analytic method of demonstration and quantity in this thesis. It analyzes the problem of the ABC hold out the development in the country economic at present. The main problems includes: the working mechanism is not sanity, the operation of capital is lag, lacks of the innovation of financial production, the inner control needs perfect, ect. The penman considers because of the problems of the ABC, so the ABC has no way to serves "farming, country and farmer" in deed. Hereby, the ABC has to carry through the reform from some way: to amend the working mechanism, to establish the system of financial production, to strengthen the management of inner control to construct the exterior condition of finance. The ABC is being constructed merchant bank of persistent development; The ABC would become linkage with city and country of financial service, right system and normative management of operation. That is the ABC obeys the direction of reform and that is a basis of reform successful. |
