In order to support the county's economic development, the "three rural" services, urban and rural linkage, integration into the international and diversified services, the Agricultural Bank of China has determined to serve “three rural” and develop itself basing on the county development. ABC has put a lot of efforts into manpower, material and other resources in order to improve the county financial system and support the county economic development.It has made a great contribution on the economic development of the county and has occupied a certain share of the rural county financial markets.In 2007, the central finance meeting identified the "three rural-oriented" as strategic positioning of Agricultural Bank of China.After this, Agricultural Bank of China was assisted to get rid of a heavy burden of bad assets,and experienced successful agriculture division reform. Then the shares were listed.With the promulgation of the "three rural" policy, county ABC has gone through favorable business conditions and rapid development.However, with the construction of new socialist countryside, rural urbanization gradually went into the phrase of agriculture industrialization.Rural economic development has gone through rapid progress. Rural markets which have been left out of the market have become the goal of fighting for various financial institutions.Policy banks and local banks root deep into countryside, whereas large joint-stock banks return to rural areas. Small rural banks and microfinance companies developed rapidly.The meteoric rise of Internet banking has divided the rural financial markets continuously,making the competition more intensified.Industry competition and the emerging cross-border competition have brought huge impact to the development of the county ABC.Therefore the advantage of County Agricultural Bank of China is gradually lost.For Agricultural Bank of China, the county market is the basis of survival and development. In such a competitive environment, how to seize the county market and enhance the core competitiveness of County Agricultural Bank is an important issue needs to be urgently addressed.First this paper studied the domestic and foreign scholars on the definition of rural finance and rural economy and views, and through the national policy unscrambled the proportion of county economy in the development of national economy. In the development of county economy, county agricultural bank as the mainstay of county financial system construction, in the construction of the county economy has played a huge role. And then through the analysis of the county agricultural bank in the proportion of agricultural bank ofstrategic positioning, it is concluded that the county agricultural bank in county territory economy development and the agricultural bank has a big difference in the overall development strategy. Further development for the county agricultural bank, the author used the SWOT analysis method to analyze the county agricultural bank of current internal advantage, internal weaknesses, external opportunities and external challenges a, and put forward some problems existing in the development of the county agricultural bank. Then to Q county branch as a case, through field investigation of Q county, we collect the historical data of Agricultural Bank of China and the same industry organization of Q county, compares and analyzes the present situation of the Q county agricultural bank business development,find out the gap of and the same trade organizations, analyzes the problems in the actual business operation, and finally to Q county branch for reference, combined with the SWOT analysis method, sums up the factors which restrict the development of the county agricultural bank, put forward the countermeasures of targeted to improve market competitiveness,dissolve the competition situation of the same industry organization, put on the opinions in further development for the county agricultural bank to make great contributions for the strategic development of the agricultural bank and the economic construction of the county.
