| Cropland Conversion to Forest Project (CCFP) is the greatest scale ecological projects and it is also the ecological project with the most extensive and most complicated working procedure among the projects in our country. CCFP in effective monitoring and evaluation is a close concern of the community. This paper took the CCFP situation in Chengde Country as the research object, based on comprehensive analysis the current evaluation index system and research status for the benefits of CCFP project at home and abroad, relying on the massive foundation work and the former researcher's practice work experience, adopt on the combination of field survey and the statistical data, the qualitative analysis and the quantitative analysis, the science technology and the production practice, researched systematical the ecological benefit,economic benefit,social benefit of CCFP project in Chengde county. The results show that:Ecological benefit aspect,①By the end of 2007, implemented CCFP accumulated area was 17.74×10~4hm2, the forest coverage was going up, from 40% to 50%, increase amplitude was 10%, water conservation of CCFP project was 12554.67m3, realizes the total economic value 6.2773×10~4 Yuan; Soil erosion modulus reduces gradually, from 3521.2 t/km2·a to 1594.7 t/km2·a, reduced 1926.5 t/km2·a, every year by 9.11% speed decreasing progressively.②By the end of 2007, soil-fixation amount 1042829.33 t, the total economic value was 521.4147×10~4yuan; total organic matter 8238.35t, total N 1793.67 t, total P 1074.11 t, the total economic value was 5653.2289×10~4yuan, the total economic value of soil-fixation and fertilizer reservation was 6174.6436×10~4yuan.③Accumulates fixed CO2 245282.4 t, releases oxygen 179071.2 t, the total value for effect of carbon fixation and oxygen release was 25504.646×10~4 yuan.④Accumulate absorbs SO2 8924.96 t, realized the economic gain 535.4976×10~4 Yuan; dust catching cumulant is 1270720.07 t, the total economical value 216022.412 Yuan, the total economic value for atmospheric purification reached 216022.412×10~4Yuan.Economic benefit aspect,①CCFP project caused a significant reduction in cultivated land area, but the total grain amount appeared increasing trend, the effect was more and more significant with the years of CCFP project in Chengde county.②The profession income structure had certain change, agriculture, forestry, animal husbandry and fishery income steadily increased, from 99790×104 yuan in 2002 to 198592×104 yuan in 2007, the average 16% increase speeds every year; other professions and the agricultural synchronization grow, particularly the shipping industry and the food and beverage industry income enhance obviously.③The industrial income structure produced changes, the production value proportion of the first industry and the third industry decreased, from 26%,31% in 2002 to 23%,25% respectively, the production value proportion of the second industry was increase, from 43% to 51%.social benefit aspect,①The CCFP project had been implemented seven year, farmers adjusted crop acreage, rice area decreased year by year, maize area appeared increased trend with the years of CCFP project, soybean planting area experienced a sharp decline - the slow decline - a gradual increase change process, vegetable planting area had not significant change trend.②Labors produced change, the first industrial employment was decreased, the second industrial employment haven't the determination tendency, the third industry employment increased obviously, from 7.4 thousand in 2002 to 17.7 thousand in 2004.This research provided scientific,objective evaluating index and evaluating methods for the benefits evaluating of CCFP, the result would have the important theory value and the practice significance to the scientific decision and smooth implementation for the future CCFP project. |
