The reform and open policy makes our economy get rapid growth. However, behind the rapid economic development, the natural environment has paid a heavy price; a lot of forests have been cut down and the land easy to make soil and water loss was cultivated; the soil erosion is more and more serious, which ultimately becomes one of the causes motivating Yangtze River valley’s monstrous floods in1998. In order to curb the water and soil loss, the country timely begins the construction of Cropland Conversion to Forest Project, which aims to restore the vegetation cover on the land easy to lose soil and realizes the purpose of controlling the soil erosion. In2002, the Anhui Province began this project. The Cropland Conversion to Forest is a great forestry ecological construction project, having the economic, social and ecological benefits, which needs to input huge money, namely cannot leave the fiscal support. This thesis selects three typical counties in the Cropland Conversion to Forest project of Anhui Province as the samples, choosing the public finance as the breakthrough point, which evaluates the project’s economic, social and ecological benefits of the mentioned three counties with the descriptive statistics analysis and principal component analysis methods. Namely it is the process of benefit evaluation of fiscal investment.The article is divided into six chapters. The content of the first chapter is the introduction, which mainly introduces the background, research purpose and meaning, the research progress of the domestic and foreign relevant fields and the research ideas and methods. The content of the second chapter mainly introduce the origin, history, target and policy of the project and emphatically explains the public finance theory, public goods theory and the input-output principle. The first two chapters lay the foundation for the next writing. The content of the third chapter introduces the natural and economic situation of the specimen counties and analyses the fiscal investment status quo from fiscal investment scale and structure. The forth chapter is the one of the core content in this thesis, which processes to analyze statistically the project’s economical, social and ecological benefits in the specimen from the economic development, industrial development, land use pattern, grain yield, farmers’income, population resource allocation and labor employment status, steep slope cropland area and forest coverage. Not only does it directly affirm the project’s benefits, but also make the preparation for the next further comprehensive benefit evaluation. The Chapter five is the most important one, through set up the rational and appropriate evaluation indicator system, which utilize the factor analysis to evaluate the project’s comprehensive benefit evaluation and then dissects the results of the analysis process. Form the perspective of every specimen, the comprehensive benefit of Cropland Conversion to Forest Project in JinZhai County shows violent fluctuation, but which still gets the positive benefit. The conclusions of the project’s comprehensive benefit evaluation in DongZhi County and She County are similar, even though having slight fluctuation, which finally present the ascendant trend and will still own greater increase in the follow-up. On the whole, the comprehensive benefit of Cropland Conversion to Forest Project show the ascendant trend, changing from the negative to the positive, and then which yet have the greater increase. The Chapter six summarizes the conclusions in the statistical analysis and comprehensive benefit evaluation, which yet points out the project’s limitation and outlooks the upcoming research objects.
